Consultant(e) national(e) – Élaboration de la Politique Nationale de Planification Familiale

About the role

UNFPA is seeking a national consultant to develop a comprehensive National Family Planning Policy and a set of procedures, protocols and standards for family planning services in the Comoros. The aim is to improve equitable access, quality and utilisation of family planning across all levels of the health system.

Key responsibilities

• Conduct an in‑depth situational analysis of family planning in the Comoros.
• Identify policy, institutional and programme gaps in family planning service delivery.
• Analyse strengths and weaknesses of family planning financing.
• Assess the national supply chain, especially procurement and last‑mile distribution.
• Draft a national family planning policy aligned with national and international frameworks, health priorities, human‑rights, gender and equity approaches.
• Develop procedures, protocols and standards for family planning service provision.
• Strengthen integration of family planning into sexual and reproductive health services.
• Promote access for adolescents, youth and vulnerable populations.
• Facilitate technical and institutional validation of the developed documents.

Required profile

• Degree in public health, medicine, demography or social sciences.
• Minimum five years of experience in sexual and reproductive health.
• Experience in developing national policies or strategies.
• Good knowledge of the Comoros health system.
• Excellent writing and strategic analysis skills.
• Previous experience with UNFPA or the United Nations is an asset.
