Information Systems Officer (Temporary)

About the role

The United Nations Conference on Trade and Development (UNCTAD) is seeking a temporary Information Systems Officer to support the ASYCUDA programme in Moroni, Comoros. Reporting to the ASYCUDA Regional Coordinator for French‑speaking African countries, the officer will assist national customs services and project teams in developing, maintaining and enhancing customs‑related information systems.

Key responsibilities

• Manage feasibility studies, system analysis, design, development and implementation of moderately complex customs applications.
• Produce detailed technical specifications and user documentation for ASYCUDA systems.
• Provide expert advice to national customs services, translating user requirements into functional applications and ensuring system integration.
• Maintain, upgrade and troubleshoot existing ASYCUDA user systems, monitoring performance and security.
• Develop and maintain proprietary ASYCUDA programs, including the Single Windows interface.
• Conduct unit and integrated testing, support user acceptance testing, and develop disaster‑recovery plans.
• Create customs training materials, manuals and deliver training sessions.
• Contribute to reports and papers on system requirements and information strategy.
• Guide and potentially supervise junior staff and consultants.

Required profile

• Strong knowledge of information technology and information management, especially in systems analysis, database design and programming for customs and international trade.
• Experience with structured and object‑oriented design, relational databases, scripting and query languages, and documentation management.
• Excellent analytical and problem‑solving abilities.
