People and Culture Officer – Fixed‑Term (Comoros)

About the role

The People and Culture Officer will provide the full spectrum of human‑resources services for UNICEF’s team in Comoros (about 35 staff, including UN Volunteers). As the sole P&C staff member in the office, you will work closely with the People and Culture team in Madagascar and act as a trusted advisor to management and staff on all people‑related matters.

Key responsibilities

• Deliver end‑to‑end HR services across the employee lifecycle, including recruitment, onboarding, performance management, learning and development, and exit processes.
• Provide contextualised policy guidance and advisory support to ensure consistent application of UNICEF HR standards.
• Coordinate learning initiatives and capacity‑building activities for staff wellbeing and professional growth.
• Maintain accurate HR records and reporting in line with UN and UNICEF requirements.
• Foster a positive organisational culture, staff engagement and psychological safety.
• Collaborate with the People and Culture team in Madagascar under a multi‑country office arrangement.

Required profile

• University degree in Human Resources, Business Administration or a related field.
• Demonstrated experience delivering HR services in an international or UN context.
• Ability to work independently as the sole P&C officer in a small office.
• Strong knowledge of HR policies, procedures and theoretical HR models.
• Excellent communication and advisory skills, with fluency in English (French proficiency is an asset).
