About the role
NTU International is seeking a Senior Road Maintenance Fund Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance project. The role will focus on strengthening sustainable road maintenance financing systems across West African member states.
Key responsibilities
- Support the establishment, reform, and operationalisation of Road Maintenance Funds (RMFs) in ECOWAS Member States.
- Provide technical assistance on sustainable financing mechanisms, including fuel levies, toll systems and user‑based funding.
- Prepare and review legal, institutional and regulatory frameworks related to RMFs.
- Develop transparent, decentralised, performance‑based financing systems and related operational manuals.
- Coordinate with ECOWAS institutions, national authorities, development partners and road agencies.
- Deliver capacity‑building workshops, technical training and produce monitoring and analytical reports.
Required profile
- Master’s degree in civil engineering, transport economics, infrastructure finance, public administration or a related field.
- Minimum 10 years of professional experience in road maintenance financing, infrastructure management or transport sector reforms.
- At least 7 years of experience specifically with Road Maintenance Funds or similar financing mechanisms.
- Proven experience in international development cooperation and donor‑funded programmes, preferably in Sub‑Saharan Africa.
