People and Culture Officer – Fixed-Term (Comoros)

About the role

The People and Culture Officer will provide end‑to‑end human resources services for UNICEF’s office in Comoros, supporting roughly 35 staff members including United Nations Volunteers. As the sole HR professional on site, you will work closely with the People and Culture team in Madagascar and act as a trusted advisor to both management and staff.

Key responsibilities

• Deliver the full spectrum of HR services across the employee lifecycle, from recruitment and onboarding to off‑boarding.
• Coordinate learning, capacity‑building and staff development initiatives.
• Provide contextualised policy guidance and advisory support in line with UNICEF standards.
• Ensure consistent application of People and Culture policies, fostering a positive organisational culture and psychological safety.
• Support staff wellbeing, engagement and performance management processes.
• Collaborate with the multi‑country office network to align HR practices across Comoros and Madagascar.

Required profile

• Relevant experience in human resources or people‑and‑culture functions, preferably in an international or development setting.
• Strong knowledge of HR policies, recruitment, onboarding, staff development and performance management.
• Ability to work independently, exercise sound judgment and provide confidential advice.
• Excellent communication and interpersonal skills, with a commitment to UNICEF’s values.
