Consultant(e) national(e) – Politique de planification familiale aux Comores

About the role

UNFPA is seeking a national consultant to lead the development of a comprehensive Family Planning National Policy and accompanying procedural, protocol and service standards for the Republic of Comoros. The consultant will work closely with the Ministry of Health, partners and stakeholders to ensure equitable, high‑quality family planning services across all levels of the health system.

Key responsibilities

• Conduct an in‑depth situational analysis of family planning in Comoros, identifying policy, institutional and programmatic gaps.
• Assess financing mechanisms and the national supply chain for contraceptives, from procurement to last‑mile distribution.
• Draft a national family planning policy aligned with international frameworks, human‑rights, gender equity and national health priorities.
• Develop detailed procedures, protocols and service standards for family planning provision, including integration with sexual and reproductive health services.
• Promote access for adolescents, youth and vulnerable populations and support the technical validation process with relevant authorities.

Required profile

• Advanced degree in public health, health policy, reproductive health or a related field.
• Proven experience in policy development, health systems analysis and family planning programmes in low‑resource settings.
• Strong knowledge of international family planning guidelines, supply‑chain management and financing mechanisms.
• Excellent analytical, writing and stakeholder‑engagement skills.
